Hi guys,
My battery changes its percentage values- from 70% two minutes ago, now is 73% without the phone being plugged in?!? I have black 4S.
Is this an OS issue?
This normally happens when the phone is in idle and I haven't used it for a little time.
Last time I saw this was on one Galaxy S after update to a newer OS version.
 
Staring at the percentage can be a problem in itself. Turn off the percentage in Settings, and enjoy.

I'd suggest turning off the battery percentage indicator in Settings. This will solve your problem. :)

I turned mine off last week and I couldn't be happier with my 4S.

But it's not a problem. It's just the natural up and down of the battery percentage calculations.

I started obsessing over battery % and then I realized that I needed to turn off the percentage indicator. Even since then, I haven't had an issue.

Sometimes mine goes from 20% up to 45% after gaming!
