Battery indicator - lower on startup for a few seconds

On startup, my battery indicator (icon and percentage) is always lower than the actual level by approx 10%. After a few seconds, the battery level automatically goes up approx 10%. This only started recently. I've done a restore and still...

Has anyone else experienced this?
Ideas?

My idea would be to not get too obsessive with the battery indicator
They just aren't that precise and are only meant to be a guide

Except that it's very annoying when you get a low battery warning when it's still actually above 20%. For the indicator to vary by so much and for such a short time is odd.
