Obviously a complete shut off uses no power. The device has no moving parts to come up to speed, so start ups don't use extra power.....if that is what you were thinking.

I don't know either way on this topic, but just because the iPhone doesn't have moving parts doesn't mean it can't engage in processes that are more battery intensive than usual. For example, what if booting up uses the resources, even if temporarily, of a game rather than the resources used if Safari was just open?
