Battery Max Charge Is Only 96%? WTF

I'm just getting this problem. I left my iBook to charge overnight. I turn it on a few minutes ago, the charge light thing is green, like when its fully charged, yet its only at 96%, it won't go any higher. It used to max out at 99%. Anyone know whats going on? Its been charging for 12+ hours, I think somethings wrong.
