My laptop is not charging. When the battery DOES show up in system profiler, this is some of the info I get:
Manufacturer: GSA-1280
Remaining power: 1939
Full power: 4117
Cycle: 76
Condition: Normal
Voltage (mA) : 11812

The other times the system profiler will show the laptop has a battery, but shows zero's for all values.

Is this battery issue or power supply?

I wouldn't trust or recommend any non-Apple battery, due to the number of problems reported with "knockoff" batteries. Also, there is no assurance that knockoff batteries have the same charging technology that Apple uses, involving the battery, the MagSafe adapter and the Mac's logic board.

I an currently experiencing this issue as well, but mine is the original Apple battery. MacBook Pro, probably 5 years old.
