So I bought a iPhone 14 Pro Max. I came from 13 PRo Max. Does it clone over the Battery optimization settings too? Or does it relearn it? Because my 13 Pro max would hold it's charge at 100% to 99% during 70-80 minute commute to work. But the new phone is dropping to 98%-97% by the time I get to work. Is this because of the slightly smaller battery? Or is it still relearning my daily usage? I have been using the 14 Pro Max since last Friday.

Battery optimization has nothing to do with your battery usage. When you get a new phone or restore from backup, it takes a little while to re-index your content so you may see more battery drain the first day or two, sometimes longer depending on how much stuff you have on your phone.

For battery optimization, It will relearn it when you change devices or restore from backup. If charge on a regular schedule, it usually takes 2 weeks for it to kick back on.
