Battery question about a new iPhone

When you first get an iPhone, brand new out of the box, is it best to charge the battery to full before turning it on and using it? Or should you use it right away and let the battery drain and then charge it to full?

Neither.
Charge it whenever you like, Lithium Ion batteries don't have battery memory, and actually are harmed more by full discharge.

While some here will swear by the discharge/recharge fully process, with current batteries it shouldn't matter. Search and you will see what Apple has to say on the matter:
