iPhone 7/Plus Battery replacement thingy

Does this battery replacement thing apply to all devices? And is it in Canada? Searching give conflicting info.. Some say they will only do it if your battery is <80%, some say they do it regardless upon request till end of year etc.. which is it? Calling my Apple store i get endless answering machines.

Per https://www.apple.com/iphone-battery-and-performance/ and https://support.apple.com/iphone/repair/battery-power it's for iPhone 6 and later devices.

Seems like it applies to Canada, going by the existence of https://www.apple.com/ca/iphone-battery-and-performance/ and https://support.apple.com/en-ca/iphone/repair/battery-power
