Battery stuck on 98% iphone4

Im charging my battery up now and it has been stuck on 98% percent for well of 20 minutes.

Anything i can do to rectify this?

I have this problem sometimes. I just power off the phone and turn it back on and it's at 100%. If you leave your phone on all the time you should do this every now and then anyway.

My Laptop sometimes stops before reaching 100% so all I do is restart it and that fixes it.
