I haven't read about this, but my new ipad was stuck at 100% battery for hours. I used it to about 90%, and then connected to my computer to transfer a few videos. It said "not charging", but after about 5 minutes I unplugged it and was surprised that it said 100%. A few hours later I was confused as it still said 100. I tried restarting, even with sleep+home and nothing. Finally it dropped to 99, but it has been there for another hour.

Is this a common problem?
 
Sounds like it needs calibration....Allow the battery to drain flat (until your device shuts down) then recharge back to 100%...This will take a while...Typically 7-8 hours, but that should solve your issue. If it doesn't, return it for a replacement.
 
The iPad always shows "Not Charging" while it is plugged into a computer, this is normal. It actually is charging, only at a slower rate.

Like others said, time to calibrate. Mine stays at 100% for a while before it starts going down but not like yours.

Calibrate and if that does not work, return it.
