How to Keep Your Wi-Fi Network Safe

Other than being a risky and foolish move, is it right to make businesses responsible for using WEP when router companies don't actively reccomend against it? An initiative here in Westchester County, NY, will ban non encrypted wi-fi for business. It may be law already, AFAIK.
