Bcc will not propagate in iPad 13.2 mail app.

Bcc contacts won’t propagate Like on the CC line. A small black tag with “Bcc” in it pops up but trying to get names to propagate does not function as before. This has been a problem in all versions of iPad OS 13 and continues in 13.2 as well.

It works fine on my iPhone, but on two iPad Pro 10.5 we have it does not. Im wondering if it is device specific.
