Alright so I installed Beacon 2 from Cydia. People have been reporting that it gets you stuck on a reboot loop, and it did for me. I tried holding the volume up button when it rebooted and it worked, but all of my tweaks were glitchy. I went to Cydia and uninstalled Beacon 2 but it didn't solve anything. Please help!

Download iCleaner Pro and run it. It will work from Mobilesubstrate (Safe) mode. Be careful just to clean out caches, not anything you really need.

If that doesn't work use iCleaner to look for any preferences or files left behind by Beacon 2.

I have no way of going into safe mode. Does that make a difference?

I mistook that to read that you were able to get in to safe mode after uninstalling Beacon 2. If you simple meant the phone was able to reboot then I misunderstood.

It doesn't matter though because iCleaner Pro is a jailbreak app. So, if you can get to your Springboard and open Cydia and install it, however you do that, then it will run.
