I currently use a 15" i7 Macbook Pro, mid 2015 at work (this one).

I need a new Mac for my sidejob (temporarely rocking a hackintosh untill I made profits to justify a real one....). Because I want it to last me a while I want it to be an improvement over my work machine (CPU is the most important for me, GPU does not matter). I also prefer the formfactor (and price) of a 13".

Is there a 13" MBP that will be a nice improvement over my 15"? Just looking at the Ghz I would say only the top one with the CPU upgrade, but I assume things are not that straightforward.

As much as I hate to admit it, literally any of the quad core 13" notebooks is faster than what you're using right now. These 15" machines benchmark around 14000 in Geekbench, and the new 13s all have multicore scores starting in the high 17000s. The only thing you might lose by switching is dedicated graphics if yours has that. Other than that, it's a pretty good swap.
