My partner and I both have BeatsX - I know, I know, but convenience over sound quality - and they're ok for listening to audio but, since day one, when a call comes in we both have to revert to the iPhone audio as the mic just does not pick up our voices (incoming voice is fine). It annoys her so much she's actually stopped using the BeatsX and going back to the included Apple earbuds

We both speak at normal volume and we've both tried holding the mic directly in front of our mouths, by our jawlines, by our throats &etc. She has a 6s and I have a Xs and we're both on iOS 13.1.2 but this lack of mic quality/usability also happened on 12.

Has anyone else had this issue and been able to resolve it?

Yes I have that problem too and unfortunately no solution. I have to hold the mic really close to my mouth or I have to speak rather loudly to be heard the other end. In quiet environs like inside home or car it seems ok, in slightly noisy or public places its not easy to use for calls.
