I was reading about making applications and etc on developer.apple.com
and it said i need to sign up so i clicked okay and did whatever it said and stuff but it never went to page to enter my credit card info does that mean i become a developer for free? ...please dont say it had a credit card info stored and charged me?

You can become a developer for free, and download XCode and such, but in order to actually put live applications onto your iPhone you need to pay $99, and Apple would make it pretty clear.

You are just singed up with a free account at this time, so you can run the iPhone simulator at this time (on your Mac) or you can develop full fledged OS X applications.
