Im about to sell my second gen ipod so i can get the 4th gen . But before i do it . Will all my apps , songs and settings be the same on my 4th gen when i sync it ? I did it before when i synced my 1st gen to my second gen . But im just making sure . Like will my notes and everything still be transfer to my new ipod ? I already backed everything up . Thanks

If you backup and restore from backup on the new iPod everything should transfer over great - did this on my 3rd Gen to 4th Gen iPod touch.

Yes, I bought a new 4th gen for my wife and the 2nd gen backup transferred everything (except music and videos) to the new 4th gen ipod. even the last page she was viewing in the browser and such.
