The Performa I mentioned the other day (fallen on hard times - it's a bit exasperating how it can go from working well to being useless in a week), as well as another machine, a 7600, both boot, but without video. I do use a DB-15/VGA adapter, but I tried it with another beige desktop, a Power Macintosh G3, and that worked fine, so it's reasonable to guess it's a problem that both of the other machines share.

A passage from "Sad Macs, Bombs, and Other Disasters" suggests that some Macs would boot without video if their PRAM battery was bad. The Performa battery was known to be bad before it stopped booting with graphics, and I assume the 7600 is as bad or worse. I intend to replace the batteries in these, but if that doesn't help, what should I try next?
