Hi there, I’m an artist that’s been using photoshop
on my Mac with a wacom pad.
im keen to transition to working on an iPad with an Apple Pencil.

in photoshop I often manipulate photos I’ve taken using filters (eg pallet knife effect, cut out, under painting etc) in combination with drawing.
So far it seems apps are either for digital art or photo editing but I can’t seem to find one that does both well. I like the look of procreate but the photo effects seem minimal as far as I can see (eg pencil adjustments such as glitch)

are there any apps That uses layers and a diverse range of brushes that also can manipulate photos well with effects?

I understand photoshop on the iPad is more geared towards photo editing and notnecessarily digital design/art/drawing/painting.

Take a look at Procreate. I use that and Pixelmator Pro for digital art and photo manipulation and sometimes combine the two. Both use layers and have a good range of brushes. I believe there are also add-on brush sets, but I haven't looked into that.
