Do not want too heavy but not to little power either. At least be able to charge my phone 2 times total if possible.

If no one knows it is ok.

Look for something with 10,000mAh from either Anker or Rav Power. Both do good quality battery packs at decent prices, and 10,000 ones are small enough that you don't notice you have them but large enough to provide a couple of charges at least.

While a little heavy, I use an Anker 32,000 power bank. Do not believe they allow them on airlines. We have two of them and even just one can charge my iP 11 Pro Max twice, my 12.9 iPP, and my iPad Mini (gen 5) and still have juice left over.

To save weight we have two Anker 20,000 powerbanks. Much lighter and smaller/slimmer and can easily charge your iP11 twice.

Depends on the airline and the airport, rules differ. I had a 20,000mAh one confiscated from my flying out of Beirut on British Airways, but I flew to Australia with Etihad and they were fine with it.

I have a 15000mAh SNÜG powerbank that gets the job done very well, it can recharge my 11 Pro Max to 100% about 3 times on one charge but I mainly used it to charge my old iPad Air 2 as the iPads battery was on its way out so the powerbank would basically keep the Air 2 going throughout the day until I got my iPad Pro.

Right now I barely use the powerbank due to not traveling and working from home, but I do keep it charged up as we sometimes have Load Shedding of the power system here in South Africa.
 
I love this little thing. It has an apple cord built in but can charge android, usb-C, usb etc. I have charged my apple watch with this. It's fast too. Our power went out a few weeks ago and I was able to charge my phone and my watch with ease

Yes, as long as it doesn't exceed 100 Whr. You can carry up to 20 max. It's an international standard (IATA).
