Yes it is. Only downside is you can't make it the default browser without jailbreaking.

Mobile Safari will always be faster on a non-jailbroken device because it has access to Nitro for Javascript which makes most sites load a lot quicker. Every browser on the App Store also has to use Safari's rending engine so there is no performance improvement there.

Personally, I really like iOS 6's Safari because it has a really good full screen mode.
