Are the iPhones at Best Buy stores still carrier agnostic? my carrier AT&T doesn't allow you to buy an iPhone from Best Buy unless your upgrade eligible , I want to buy it outright. With Verizon I can buy one outright without activating it.

Most apple stores are closed or require appointments which sometimes are a week in advance at earliest so Best Buy is a good choice during the pandemic. At least that’s why my roommate got his yesterday
Gotcha, for what it's worth, I just got my wife and son to a 12 Pro Max and 12 Pro from Walmart. They have $200 off the top instantly. Only caveat is it needs to be on a payment plan with either AT&T or Verizon and you have to keep the payment plan for at least 15 days. So if you wanted a 12 Pro Max for example, you can literally put down $895 and pay off the $5, 15 days later. I know you want unlocked, but that's still a pretty good deal.

Best Buy near me is a lot closer than Apple. Apple stores are awful to navigate during covid.
Why not order a sim free version from Apple on line? Unless you're in a big hurry, you can usually get the phone in around a week. I've even ordered from Apple and used next day delivery for a $7 charge.

In my area - and I assume most other metro areas - Apple will deliver an in-stock iPhone in two hours by courier for $9.

I can't see buying one from Best Buy if it locks to your carrier the first time you put a SIM card into it. If you buy one from Apple it does not do that and one of the biggest benefits of this is that these are dual SIM phones and you can then use SIMs from 2 different carriers, if you want. If the Best Buy version locks, you will not be able to do this.
