Best Buy is selling contract free phones, but not sure if they are unlocked. Do they carry any phones that are unlocked?

If they are contract free who would they be locked to??

Of course they are unlocked.

Edit: Forgot about Sprint. Ugh... Who would buy a Sprint phone anyway?

i'm guessing that if you buy a phone at full retail value from anywhere reputable, the phone is unlocked or unlockable.

Uhm…Best Buy sells Sprint iPhones too. You don't honestly believe that Sprint iPhones are completely unlocked do you?

Because they aren't, whether you pay full price or not. Full price for a Sprint iPhone is simply contract free and that's it.

Just as long as it's NOT a Sprint iPhone.

I just want to make sure my customer gets a phone that comes unlocked and ready to use day 1 for GSM.

If that is your criteria, then you have only three carrier options: AT&T, T-Mobile and Verizon.

Sprint phones are locked to Sprint. Period. Price paid is irrelevant.
