It isn't free, but it may be free to you. Apple bundles GraphicConverter with its professional Macs. It supports PhotoShop plug-ins. It paints. It edits photographs. It converts numerous graphics formats into other graphics formats. It slices, it dices, and it juliennes. GraphicConverter makes Seashore look like an old sock. If it is not bundled with your Mac, download it here. The application is fully functional before you pay the shareware fee.
