As in which would be the best iPad I could currently by that is good. Whether it is an older model or not; best bang for your buck type laptop?

My sister has an iPad mini and I see them going for $250 on eBay used; seems pretty good.

Any with retina?

I'm looking for 16-32 gbs. Wifi only is fine. I prefer something with like Bluetooth so that I can use handoff with my iPhone 6 and pick up where I leave off. Such as with iMessage or FaceTime.
