Best Pay-As-You-Go GSM Minutes Only Plan?

I'm currently have an unlocked iphone 4s that I'm using as an ipod, But I'd also like to use it as an emergency phone(not just 911) What is the best minutes only Pay-As-You-Go plan? T-Mobile has one at 10 cents a minute. Are there any better than this? I don't need texts or data.
Any suggestions?

u can look into h20 wireless. their minutes can cost as low as 5 cents/min if you prepay $100 at a time the last time i checked.

be warned, that their customer service has been known to be very terrible lately.
