Best photo app for combining pictures?

Couldn't find an app thread section so I posted in general. Any who I want to combine two photos together in one picture. I saw some that had it more like a collage but I don't want that. I want the other picture on top of the other. I need to print it out the photo today. Can be a free app or paid I just want a good one. Thanks in advance.
