i live in Chicago and get charged 9.25% tax. I'm looking to buy a couple of unlocked 6s phones. Where can I save some money of retail?

The online Apple Store will charge you that same sales tax. Your only option appears to be purchasing from some online vendor who has no facility in your state. Personally, I'd either buy Apple or a carrier, just to be sure it's new and clearn, account-wise.
