Where is the best place to buy a new unlocked Gold Verizon 5s model? Do any places sell it unlocked for under $650 or sell it without tax?

You're not gonna get it tax free. And they do sell unlocked phones.

a lot of best buys will not sell iphones out of contract.

You can always buy it from the apple store.

FYI: ALL verizon iphone 5Ses are unlocked.

The only way to get one without tax is ebay or going to a state without sales tax. There are several.

Best Buy will not sell tax free they will tax according to your local tax rate.
