Best Program to Reduce Video for YouTube

Hello,

I made a movie for my Grandmothers 85th birthday about her life. A lot of people loved it and want to watch it again so I want to upload it to YouTube. The file is currently in .dv format and the size is 4.74 GB.

Question:

What format should should I convert it to?

What program could I use to both reduce the file size to under 1GB and be able to be uploaded to YouTube??
