Looking to get a new router that has QoS so I can split the bandwidth between me and my flatmate.

Ideally, I want to split the 10Mb download speed to 5Mb each, and split the 1Mb upload speed to 500Kb each.

What routers do this best? It would be even better if the assigned bandwidth automatically increased to max if the other computer wasn't connected to the network.

What latency issues is there with QoS?

I was looking at the Edimax BR-6475nD. Seen mixed reviews on it however.
 
You could buy something like the Cisco E3000 router and re-flash it with the latest firmware from Toastman.

I use one of his very recent builds and have no issues with it at all. I do not use the QoS myself because I am the only user on my router but I see it being discussed in the forum thread.
 
I got the Cisco 2500 as it offered QoS, but it isn't working like I'd hoped. BitTorrent on another computer I can't limit priority - as apparently QoS only affects outgoing not incoming?

I want bandwidth management ideally - where I can limit the download bandwidth. Do you know which routers offer this? It isn't clear from Cisco's website which of their routers do, if any.
