I'm by no means an accomplished html guru, so I'm hoping there's a relatively easy to use utility I can use to help me set up and maintain an rss feed in my area on my company's intranet. I can cope with pasting into a template, but would prefer something akin to a blog tool to create the code which I can then ftp to the site.

Any suggestions welcome

Well, with a Blogger account, they atomatically create a Atom feed for your blog, and you can move the blog and feed to a FTP server. That might work for you.

i don't believe those are for free accounts, only paid.

EDIT: ok nevermind, i checked my old blogger account and yes you can publish atom feeds but not rss (paid only).... funny, i think atom is better anyway... too bad i don't use blogger anymore.. now to get my friends to publish their atom feeds...
 
Having successfully created an RSS feed using a text editor to create the file, and finding out in the process how simple it is, I think a small utility with "fill-in-the-blanks-and-press-go-to-create-the-feed-file" functionality might be a good candidate for my first programming project for over 20 years. I don't suppose my Turbo Pascal disks are any use now
