Best site for Low Bandwidth Computer to Landline call

Hi,

I should probably be on the Skype site but I had no luck there...

I'm in a place where the bandwidth is too low to use my Skype for a computer to landline (no video needed).

Question:
Does anyone know the best way to make a call when you have really low bandwidth?
