Best utility to repair permissions in High Sierra

Anybody know what is best tool to repair permissions in High Sierra?

Apple method. Repairs only in User folder?

I'm not sure what this repairs except:

RepairPermissions does not repair permissions of folders and files, such as /Users/yourUserName/, /usr/local/, etc., that belong to users. This is a design choice as it is users responsibility to maintain those files, and it is impossible to know what permissions the user want to set.

Cannot unzip this file. Unzipping creates filename.zip.zip file.

I've used the other one you linked to but it is more complicated. You place the raw file where it says and then run a terminal command. I just select maintenance and repair kext and permissions on the above utility and it seems to work fine.

And i get 1 KB zip file and if i try to unzip it, i get zip.zip file. Finder shows original file is zip file.
