I have a mid-2010 Macbook 7.1 with 4gb memory and a 250mb SSD. Which version of OSX would give this older machine the most bank for the buck performance wise?

I would Give El Capitan a Swizz. It's unbelievably quicker than Mavericks. I believe they are using the new Metal API with their UI system. So I think you would see a nice boost overall in that regard.

I've noticed a speedup overall from Mavericks on my Retina Macbook 12" 2015.
 
I'll echo the above sentiments it looks like El Capitan is going to breathe life into older machines with SSD's.

Metal is not supported on that machine OP has. But yeah, El Capitan in 6 days.
