What's the best VNC that I can use with my Mac at home but my Windows computer at work...? Also, that works with iPad and possibly Android...?

It depends on what you want to do, but I use TeamViewer, which works with Windows, Mac OS X, Linux, Ubuntu, iPhone, iPad, etc. It's very secure and quite simple to set up and use.... and it's free.
 
Any program that will work live vnc, not using a provider like teamviewer, logmein etc. ?

TV is good for troubleshooting someone else's computer but you always need direct access to both computers in order to use TV.

I'm actually looking for something similar. RDP would be good unless it had to log out the user in PC before connecting.
