Best way to burn a .cdr file?

I have a .cdr file that I need to burn to DVD. Unfortunately it gives me the option of using Disk Utility to burn this and that won't work properly. Are there other programs that will burn a .cdr file to DVD?
 
You could try Burn ...

... why doesn't Disk Utility work properly? Does it give an error?
