Is it better to let it fully drain and then to recharge it or is it better to just charge it whenever it is not in use. Also does it matter if i leave it fully charged overnight or should I remove the cable once the iPod Touch is done charging?

Feel free to charge it whenever needed. Modern lithium batteries don't require a full discharge/recharge cycle to maintain capacity. Short charges will actually put less stress on the internals of the battery. It is my understanding that once fully charged the battery no longer accepts a charge so it is not detrimental to battery life to be left plugged-in.
 
Yeah, whenever you need to charge it, charge it.

I plug my iPhone in overnight, every night.

It's rumored that having it fully die at least once a month is helpful to keep the battery in peak performance, but that's really at your discretion.
 
Good point. Doing a full discharge/charge cycle once a month helps to calibrate the battery's reported energy level. Although I wouldn't worry about it unless you suspect the battery is reporting its energy level incorrectly.
