is converting to a MP4 with handbrake, then editing, and then creating a new DVD not an option?

MPEG Streamclip (free) can turn a VOB file into a "normal" MPEG file without transcoding. I've never used Premiere but I'd be surprised if it can't read the resulting file.
I'm stupid. it reads the file, it just takes it a while for premiere to make sense of it. IE - it hangs, but it's processing.
