I have my way but it won't work for them I don't think even though it is free. Still my way is 100% which is what I like. Still like I said it won't work for them sadly :(

What is the next best way ? Is there any service or anything that somehow works or anything ?
 
What is your method and what services does the family member's cell carrier offer?
 
Do blocked calls roll to vm?
Blocked calls transfer to voice mail. There is no way I have seen to vaporize blocked calls.

Google Voice virtual phone numbers, from my experience, when you block a number the other party if they call back on that number receive the Number Disconnected tone. So if it is an automated system it should recognize the tone and remove the number from their database.

In that case I like it even more. I typically let all calls go to vm except those I recognize and want to take. Blocking all calls not in my contacts is an alternative for me so long as the caller can leave a vm. There are cases where this is a problem - example: rcv’ing a call from Apple Support. Thanks.

I researched them in the past, they do require conditional call forwarding, some pre-paid plans may have issues from my past research - that may have changed.
