I have a lot of DV tapes with footage stored and I want to slowly back them up onto HDD.

I want to preserve as much information as possible, I don't want to compress the data.

What options do I have?

I have imovie 09, but I'd consider getting Final Cut Express 04 or 05 when it comes out.

Capture it to the library in iMovie. It doesn't compress it, and it will take up 13GB per hour of footage.
 
I recently moved over to Mac from PC and I am familiar with the 13GB/hr setting. I had to select it with my PC. If I didn't then I could mistakenly import at a lower quality.

Do I have to select 23GB/hr with iMovie?

No. It defaults to import at full res.
