hi im wondering the best way to jailbreak a iPod Touch 3g?

The only way is blackra1n. It'll be a tethered jailbreak, though.

blackra1n works but what sucks is that every time you have to reboot or your ipod dies you have to re-jailbreak, another thing is when trying to load winter board you have to reboot your ipod (there goes your jailbreak) how the heck do you install 3rd party apps without having to reboot?

You don't rejailbreak the ipod each time you reboot, it just needs blackra1n to restart itself. You install winterboard, it reboots to the "connect to itunes" screen, you connect it to your computer, ignore iTunes when it tells you to restore, and instead you run blackra1n, and it boots back up with winterboard installed and all other jailbreak apps and mods intact.

Silly me, but most apps don't require a reboot.
