Wanting to use my parents upgrade on Iphone 5. They live out of town and want ship to my address. Is this possible
 
I'm assuming the billing address is your parents address, in which case. no. You would have to ship it to their address.

Which billing address would I have to change?? On there apple account? Then could switch back later or could put my credit card under there account which has my billing address?

Last year for the 4S launch, I was able to call Apple after sending in my preorder to have them change the shipping address.
 
The address on the card is the address apple is going to ship too

So if going to use apple store app then go to there apple account and put my credit card info in with address and should be ok

All I know is a whole lot of people got their orders cancelled last year who selected a shipping address that was different from the carrier's billing address.

Right, you need to go on the carriers website and change the billing address to the address you want the phone shipped to, then change it back.
 
And you have to hope that your parents' phone bill doesn't get printed/mailed during that window or you'll be getting next month's bill in the mail. ;)
