Ok so I have an iPhone 5 Black 16GB on AT&T that I bought on 9-21-2012 and I want to unlock it to sell it, what is the best and least costly method of doing this?

Buy a new phone so it's out of contract (if you're still in contract) and submit an att unlock request after 2 weeks (the return period of new phones).
