That is a subjective term. What I think is the best you may not agree with.

When I was jailbroken I used a combination of weather apps to get what I wanted because no one weather app gave me everything I was looking for.
 
I use both RadarScope for current radar(from the NWS - free) and The Weather Channel Max (paid). But you don't need to have a jailbroken phone for either one.
 
Not Jailbreak, but BeWeather2 in the App Store is my favorite. Has a nice widget, and uses weather underground for weather data which is the most accurate in my experience, at least here in the US.

Agreed. There are plenty of non-jailbreak weather apps.

But there is next to nothing except a JB tweak or app that can put weather on…

Your lockscreen.
Your status bar
Your springboard

And again next to nothing that can put animated weather in the same places. And using your own wallpaper.

That is also true.

I just hope that Apple will add these features to iOS in iOS 9. Surely they have learnt from complications on Apple Watch that people want this functionality.
 
I would love it if WeatherIcon made a comeback! Has anyone heard anything? I don't think it has worked since iOS 6.
It was a great tweak, basically it kept the style of the original weather icon, but it changed to show the current conditions, rather than always saying 73 degrees and sunny.

Yeah, I had that under iOS 6 and Evasi0n.

I used another tweak (Yahoo Weather is Better) to put WeatherIcon on the Yahoo Weather app. So, I had WeatherIcon working but when I opened the Weather app it was the Yahoo Weather app which I preferred.

More than one way to get things done. :D

No idea if it's been updated or not, but I was unable to use it on 7.1.2 so I guess not.
