I haven't used a PC every day for eight years, and my ability to help my in-laws is shrinking, so I'm hoping somebody here can help.

My father-in-law is using all of his iCloud space (just the provided 5GB) for the backup of his iPhone, which is almost entirely photos. He has 1,200+ photos on his camera roll, and 1,000 (exactly) in his Photo Stream. If he had iPhoto, I think I would be able to help him so that he still had access to his Photo Stream (which does not take up space for the backup, correct?), but didn't have all those Camera Roll photos. Since he's using Windows 7, is there a good syncing solution that would work similarly to iPhoto? I know how to manually get the photos off his iPhone, but he has trouble doing that on his own.

I hope this question makes sense. I'm a very smart guy, but I'm also not entirely certain that I am not totally misunderstanding how Photo Stream/iCloud backups. I have a few hundred photos as well, but my backup is less than one GB.
