Approximately a week before you see the "when do Beta 5 will show up?" post.

Could be 2 weeks after beta 3 came out as was the pattern when it came to beta 2 and beta 3. Could be on July 29th which is exactly a month before beta 3 expires, which was also the patten with beta 2 and beta 3 release dates. Could be something else entirely earlier or later than any if that.
