Better 3GS upgrade deal at ATT retail store

Online and when I called ATT was told I could only pay full retail $599/699 price now or get the 3GS after 7/28 at the full subsidized price of $199/299. However, when I went today to a ATT store was told I could preorder at the $399/499 partial subsidized now.

YMMV.
