Better Location Identification?

I updated my iPad to iOS 9 PB 1 but still have my iPhone on iOS 8.3. I noticed on a Southwest flit with wifi today that my iPad updated the time when we crossed time zones but my iPhone did not. Up until now the latter has been the norm. I leave my devices on airplane mode with wifi enabled. I wonder if Apple has made some minor change to make this happen.
 
iPad = get time-zone via Wifi. iPhone = get time-zone via cellular tower/location.
