So unlike the iWatch 3 which if you got the cellular version, you also got 16GB of ram over that of the GPS only version, the iWatch 4 gives both models the same 16GB of ram.
If I don't need a cellular on the watch because I'll have my phone with me, is there any other feature that I would be missing by not paying $100 more for the cellular version?

I mean, as long as I have BT to my iphone X(s max) from the iWatch 4 w/GPS, I can still send/receive text, send/receive calls, walki-talki?

Sorry, not iWatch but Apple Watch. ;)

If you never want to use the watch solo, then no. There will be no difference.
 
Difference in casing - if you want aluminum versus stainless steel.

Also, it is not 16GB of RAM, but flash storage. Vast difference.
